The pope has the ability to speak "ex cathedra" which is Latin for "from the chair [of Peter]". When the pope speaks ex cathedra it means that what he is saying is unchallengable dogma of the Church from that moment forward.
When the Pope speaks form the Chair of Peter he is creating Church doctrine.....This is not to be confused for when the Pope speaks ex catheter, which is when the Pope is speaking from his peter.
